    Exploring big data governance in governments becomes an important issue for government sectors.By using literature survey,this study made a comprehensive analysis of big data practice in governments.Results shown that the big data application projects in governments were still at the early stage.The concept of big data governance in governments was traced.The concept of big data governance in governments inherited the governance theories and administrative management means in the public management and the administrative management areas,and also borrowed the frameworks and approaches,from IT governance,data governance,and big data governance in corporate governance.The concept and characteristics of big data governance in governments were explained.New challenges,new goals and new mechanisms of the big data governance in governments were proposed.It was pointed out that big data governance in governments is a new form of government management.

    Big data governance is a complex process,involving two aspects,techniques and management.From the perspective of system,the process of big data governance was described from two dimensions of big data and governance.A panoramic system framework was proposed,the content of each unit of the framework and the relationship between them were described.Some research practices in theory,method and technology for a specific aspect of big data dimension were introduced.

    To make governance measure scientific,governance progress intelligent,and governance result refined,sharing,integration,and fusion of government-governance big data cannot be limited to data accessing interface,but novel techniques to resolve entities according to the semantics,find out the relationship among entities,and track entities’ evolution process.However,this task is challenging due to some characteristics of the government-governance big data,such as multi-source,heterogeneous,dynamic,massive and isolate.The basic theories and methods for large-scale distributed heterogeneous data sharing,integration and fusion were studied,and several important topics to construct high-trustworthy data sharing,high-precise data integration,highefficient data fusion for government-governance big data in future were pointed out.

    The big data processing system would be one of the major infrastructures of future society.The characteristics and requirements of government governance applications,including multi-domain,multi-entity,etc.,bring new challenges to big processing platform,and new design is desirable.Based on the requirements of applications,the challenges in big data processing for government governance scenarios were analyzed,and key techniques in distributed parallel processing for public governance were discussed,including data storage,computing platform,and key algorithms.The state-of-art techniques were investigated and reviewed,and a candidate framework for government governance data process system was proposed,the pros and cons of different technical methodologies were also discussed.Finally,the open problems and future directions were also discussed.

    It is very difficult to evaluate the effects of government governance.Without a good evaluation method and evaluation system,the effects of government governance cannot be guaranteed.Understanding the intention of web users in the topic of government governance from the perspective of natural language question-and-answering was proposed.By constructing a knowledge graph of intentions,equivalent questions and intentions were associated.The definition,construction framework and usage examples in government governance were illustrated,showing that knowledge graph of intentions is an effective way to evaluate the effects of government governance.In the context of government governance,by using the knowledge graphs of intentions,the intention fields between different governance subjects under the same governance topic were analyzed and compared,the effects of specific governance subjects on specific governance topics were analyzed,and the issues remained in government governance were found.

    5G highlights the basic strategic resource attribute of data,which could be treated as powerful tool and resource in modernization of governance system and capacity for Chinese government.In the meanwhile,privacy has been concerned by masses much more seriously,while privacy protection became one of the core issues need to be solved in the further use of government big data.Based on the analyses of new privacy features of government big data in 5G,as well as the impact of existing data laws on government big data privacy protection,a big data management model focusing on privacy protection for government was advanced.The question of how to make use of government big data in improving administrative service quality and efficiency while protecting privacy was discussed,so as to be helpful to Chinese government in governance promotion in new era.

    Big data technology provides an effective way to promote the integration of digital economy and rural revitalization.At present,Internet,big data and other information technology means are developing rapidly,and have penetrated into various fields of economic and social development.However,the sharing and driving of data is still a weak link in the construction of digital countryside in China.Under the background of improving the rural governance system and capacity modernization,aiming at the long-standing problem of “information island” in administrative departments,building a platform of rural revitalization governance,sharing and monitoring driven by big data was proposed,to promote the reconstruction of rural governance pattern,and to provide systematic support for the implementation of rural revitalization strategy.

    Specific to problems such as insufficient data resource sharing and difficulty in implementing artificial intelligence applications in the current construction process of smart cities,based on resource description framework of knowledge graph,ontology knowledge system carrier,and digital twins,a knowledge graph model of smart city with data of people as the core was proposed,and a construction method of ontology and sub-ontology in multi-domain knowledge graph supporting the model was also proposed.The idea of “sky,earth and people” model was innovatively proposed,which will play a positive role in how the data of smart city serve urban residents,how to implement artificial intelligence algorithm models and smart city applications.
