摘要：

现代社会正转型为综合信息服务型社会，信息产业正成为核心战略性产业。电信与金融产业的关系变得越来越密切，电信与金融的协同发展，是值得国家关注的重点战略之一。重点探讨“综合信息服务”时代电信与金融的跨行业创新与发展课题，首次提出了电信金融的定义、功能需求、体系架构、应用场景和发展战略及建议。

关键词: 电信金融, 跨行业创新, 体系架构, 综合信息服务, 网络运营商, 服务提供商

Abstract:

Today society is transforming into an integrated information service era，in which information industry is becoming a key strategic one.Telecom is getting more close relationship with Finance.Convergent development of telecom and finance needs to be paid attention as a national strategy.In the paper，the new topic of innovation and development cross industries of telecom and finance in new integrated information service era will be discussed.Telecom Finance is firstly put forward including its definition，functional requirement，architecture，scenarios，and its development strategy and suggestions.
