摘要：
双（多）载波专网是高铁WCDMA网全覆盖下保证网络质量和用户感知的唯一解决方案。以邻区配置策略实现双载波专网，对用业务分配策略、频率复用策略、回落策略、关键参数策略等加载和优化双载波专网进行了充分分析和论述，并在京广高铁河南段进行了有效验证。为高铁WCDMA专网建设、规划、设计和优化相关策略的采用提供了依据和参考。
