摘要:

结合国际电信联盟《无线电规则》和实际在轨卫星情况,对空间频率资源的划分、条款和资源使用等情况进行梳理分析,对当前主流低轨互联网星座的频率轨道资源规划和使用情况进行阐述,同时列出我国低轨星座系统资料的申报情况。针对低轨互联网星座发展情况,提出我国低轨星座应结合我国国情,采用新技术和新频段等措施,解决频率轨道资源的“卡脖子”问题。

Abstract:

Combined with ITU Radio Rules and the actual in-orbit satellites situation, the satellite communication frequency resource allocation, the regulation and the use of orbital positions were analyzed, the planning and frequency-orbit resources of the international mainstream low-orbit internet constellations were expounded, and the satellite networks information on China's low-orbit constellation was listed.For the development of low-orbit internet constellations, it was proposed that China's low-orbit internet constellations should be based on China's national conditions, the new technologies and frequency bands should be used, to resolve the frequency resources bottleneck.
