摘要：

本文从全业务运营环境下运营商面临的新机遇出发，首先分析了国外全业务运营商发展IPTV的新思路以及用户对三屏互动的新需求，其次着重介绍了三屏互动的概念以及基于IPTV可开展的业务功能，最后探讨了基于IPTV发展三屏互动融合业务的技术实现构架。

Abstract:

The background of this paper is that the new challenge and chance comes up to service carriers in all-service operation environment. The overseas all-service carriers’ new strategy to develop IPTV and the users’ new requirement for triple screen interactive is analyzed at first. And the concept of triple screen interactive and its service functionalities is introduced in details which could be deployed based on IPTV.At last，the technical implementation is discussed to develop triple screen interactive and converged services based IPTV.
