摘要：

云计算是一种资源交付和使用的模式，云计算三层架构中的PaaS为应用开发者提供开发、测试和部署等服务。电信运营商能力开放需要提供面向应用开发者的深度服务，借鉴PaaS在IT领域的应用案例，本文在云计算技术和运营商能力开放体系架构研究的基础上，提出了以能力开放为核心的电信运营商云计算平台，并对应用模式进行了初步的探讨。

Abstract:

Cloud computing is a model of delivery and use of resource.Architecture of PaaS（platform as a service）provide services for application developers,Including development,testing and deployment services.Operators need to provide additional services for telecom application developers.Based on the studies of cloud computing technology and the capability open system architecture,and the PaaS applications in IT field,this article proposed a cloud computing platform of capability open system architecture for operators,and made a preliminary study in application mode of this platform.
