摘要：

本文首先分析了电信行业面临的威胁与挑战，介绍了电信运营商转型的优势以及运营和商业模式转型的方法，提出了分布式智能开放系统，重点讨论了系统架构和关键技术。

Abstract:

The new threats and challenges of telecommunications were described.The superiority of telecommunication operators transformation，operations and business model transformation method were analyzed.Then a new concept of distributed intelligent open system was proposed，which was realization of public computing communication network.The architecture and key technologies of DIOS were discussed in detail.
