本文基于固定移动融合需求的发展而提出，着重论述了IMS/CS语音融合方案的业务特征、网络结构、数据配置和实现方式，并对该方案和VCC方案的异同点进行了比较和分析。

Abstract:
This paper discusses an IMS/CS voice convergence (ICVC) scheme designed for the requirements of FMC, including its service features, service architecture, network configuration and implementation, as well as difference analysis between ICVC and VCC.
