本文重点分析了基于业务能力开放体系的增值业务概念模型和开发模式，研究和设计了一种基于业务能力开放体系的增值业务集成开发环境，并通过一个开发案例对该集成开发环境进行验证。

Abstract:

This paper analyzes the concept model and development pattern of telecom value-added service based on opening service capability architecture.It researches and designs a telecom value-added service integrated development environment（IDE） based on opening service capability architecture，and also try to verifies the IDE through a development case.
