摘要：
提出了一种通信网网管支撑系统质量管控体系，研究了通过网管支撑系统运行质量指标量化以实现质量管控的方法，并对具体实现方法的技术进行了阐述，为网管支撑系统的质量管控形成了良性的优化循环，以此提高通信实体的维护、服务、管理水平。

Abstract:
The communications network management support system was put forward, a method of quality control realized by quantifuing was researched, and the realization technique of the method was described, network management and optimization of virtuous cycle were set up in order to improve the communication entities maintenance, service, management level.
