摘要： 为适应电信市场的激烈竞争，电信运营商开始由基础网络运营商向ICT服务提供商转型。本文分析了电信运营商重组前后的ICT策略，并对新形势下电信运营商如何发展ICT提出了建议。

Abstract: In order to meet the fierce competition in telecom market, telecom operators begin to transition from basic network operator to information and communications technology service operator. This paper analyzes China’s major telecom operators transition strategy before and after the reorganization of Telecom, and puts forward new advices for telecom operators in new situation.
