Abstract: With constantly upgrade of cellular network，widely deployment of WLAN hotspots and largely development of intelligent terminals, users want to have a consistent, smooth and efficient services experience. In order to make use of network resources reasonably and make it convenience for users to select the right access network, the network selection between WLAN and cellular networks plays an important role. This paper presents the relevant techniques of existing access network discovery and selection, analyses the limitations of network selection between WLAN and cellular networks based on ANDSF, and proposes a new network selection scheme based on the state of access.
