摘要：

本文从分析各运营商目前在IT建设尤其是基础架构的建设中存在的问题入手，介绍了IT基础平台的理想能力目标、实现的理论基础。同时结合电信运营企业的实际建设情况，给出了IT基础平台的实现架构模型和关键功能的描述，旨在为电信运营商的IT基础设施整合与优化建设提供思路。文章最后分析了运营商发展IT基础平台的意义。

Abstract:

From analysis of the implementation problems of current operators in the IT infrastructure construction, the article introduces the ideal capability goals of the IT infrastructure platform and its theoretical foundation. Combining telecom companies real construction situation, this paper gives the IT infrastructure realization model structure and key functional description. In conclusion, the article analyzes the significance of implementing the proposal IT infrastructure platform.
