By providing continuous support for the whole time and space information, the integrated network of space and earth can help realize the coverage of the surrounding areas of the "Belt and Road" and the coverage of the "four seas, two sides and two oceans", and meet the demand for information services such as the important economic belt on land and overseas hot spots. The electromagnetic spectrum is the basic carrier of information acquisition, transmission and utilization in the air-earth integrated network. However, the characteristics of high mobility, wide coverage, large connectivity and strong confrontation of the network make the electromagnetic spectrum management face many challenges in the aspects of architecture design, cross-domain flexible collaboration, ubiquitous intelligent networking, efficient information exchange and network security.
