摘要：

本文从我国三网融合政策背景出发，简要描述了电信运营商和广电运营商对新政的解读以及采取的不同技术路线和业务发展路线，分类描述了国外运营商开展三网融合业务的最新商用情况，着重探讨了我国运营商在富媒体技术、多屏互动技术、融合终端技术等推动下可采取的业务创新举措，最后展望了新业务带来的用户使用场景。

Abstract:

This article briefly describes the understanding to new policy and the technique and service development route of telecom operators and television operators，under the background of triple-play. The latest business situation of foreign operators developing triple-play services is classified and described. The service innovations promoted by new technique，such as rich media，multi-screen interactive，converged terminal and etc.，adopted by Chinese operators are discussed emphatically. The user scenarios brought by new services are introduced finally.
