A novel optimal scheduling model and its algorithm were developed for a kind of resource load balancing prob-lems, in which many independent tasks should be scheduled many isomerous available resources to make the whole task ful-filled in the shorten time. This model introduced dynamic load weight of resource nodes and quantum genetic simulated annealing algorithm was applied to solve the scheduling model. By adopting the qubit chromosome as a representation, it first generated a new group of individuals through genetic operation such as reproduction, crossover, mutation, etc, and than simulated annealing independently all the generated individuals respectively. When the temperature in the process of cooling no longer falls, the result was the optimal solution on the whole. From the analysis and experiment result, it con-cluded that this algorithm was superior to other algorithm.
