    Existing data management techniques and their drawbacks were introduced.A novel model called self-governing openness of data was presented,and the details in using the technique were also illustrated.Self-governing openness of data would be a basic path for realizing the openness of data.Meanwhile,it should be an applicable approach for the openness and sharing of government data,the transaction of enterprise and personal data,and the realization of national data sovereignty.

    In today’s world,the governance of the government becomes more and more dependent on the effective use and management of data resources,and building of data sharing mechanism is the most difficult challenges.To solve the challenge,the concept of self-governing openness of data autonomy was proposed,and the possibility of allowing the relevant departments of the government independently promoting the open sharing of data resources after clearly defining the ownership and necessary use-maintenance costs of the data resources was explored.From the existing practice and international comparative experience,the construction of an open government based on self-governing openness of data autonomy may become a practical path adapted to Chinese characteristics.It not only serves China’s reform and open up,but also can make corresponding important contribution to the world.

    Self-governing openness of data is a new form of the openness of data,which enables protecting interests of data owners.Self-governing openness of data requires full supports of software development and runtime environment in the fields of requirements description,development and debugging,and monitoring applications execution.An overall design of the software development and runtime environment for self-governed openness of data was presented,and the whole application development process for self-governing openness of data that supports software behavior monitoring and control was illustrated.Full life-cycle management of data in self-governing openness of data was enabled and the feasibility of the software development and runtime infrastructure for self-governing openness of data was shown.

    The openness of data is very important for improving the application value of data resource.However,due to the consideration of privacy preservation,data should be open under supervision.That is,data should be in the mode of selfgoverning openness.For challenges that self-governing openness of data may bring,a possible system framework for the privacy preservation of a data box was presented.The system framework carries out the privacy disclosure risk evaluation for the data usage declaration of a data user,and then determines whether the corresponding data usage request can be authorized or not on the basis of evaluation results,and thus supports the implementation of self-governing openness of data.

    To overcome the problem in which public meteorological services are rarely optimized for personalization,a recommendation method incorporating improved association rules and collaborative filtering was presented.First,FPGrowth algorithm was applied on pre-processed Web log data to generate association rules.Meanwhile,a customized collaborative filtering algorithm was used to calculate pairwise similarities between meteorological products based on users' browsing records.A total of five experiments were conducted.The experimental results show that the rules are relatively accurate for precipitation and haze weather,because pairwise similarities between meteorological products which are calculated by the proposed algorithm could reduce the total number of invalid or irrelevant association rules by 10%.

    In recent years,the problem of spam messages is endless,which seriously infringes on the communication rights and interests of the majority of users.The management challenges facing the spam messages,the exisiting problems and the respording solutions were analyzed in detail.Based on the use of artificial intelligence methods and big data,an automatic identification system with fingerprint algorithm of spam messages was designed.The architecture,workflow and key technoligies of the system were elaborated.And the system can deal with spam messages effectively.
