摘要:

当前预警信息传播能力与国家应急管理体系要求相比,存在时效性、精准性、广覆盖性方面的不足。分析了预警信息的接收人群、紧急程度、接收区域等因素对传播的要求,拓宽了小区广播、天通卫星等通信网传播渠道,并比较、分析了各渠道在时效性、精准性、覆盖性和经济性等方面的特点。针对应急人员和普通公众,按照典型场景,提出了预警信息传播渠道匹配方案,为实现传播渠道优选奠定基础。

Abstract:

Early warning information dissemination capacity is insufficient in timeliness, accuracy and wide coverage compared with the national emergency management system requirements.The dissemination demands were analyzed from early warning information receivers, emergency degree, receiving area and other factors.The early warning information transmission channels were extended to including cell broadcasting, Tiantong satellite and other communication networks.Then these channels were compared in the aspects of timeliness, accuracy, coverage and cost.For emergency responders and the public, according to typical scenarios, the matching scheme of early warning information communication channel selection was proposed, which laid a foundation for the optimization of communication channel.
