摘要：

本文结合国内运营商信息系统支撑工作的现状，分析了电信企业信息技术内部需求管理的问题和原因，提出了需求管理体系的解决方案，并对其实施过程中需要考虑的重点因素进行了探讨。

Abstract:

Firstly,this paper introduces the background construction and current situation of IT requirements management of the domestic telecom operator.Secondly,this paper depicts amply the problems and analysis the causes in IT requirements management in telecommunication industry.This paper provides references of solution for telecommunication industry to establish IT requirements management system and explore the vital factors in the implementation phase.
