摘要：

区域通信发展潜力是一个定性与定量相结合的复杂决策问题，对其进行评估需要一种可将决策者的经验予以量化，将定性和定量相结合，并对决策对象进行优劣排序、筛选的多目标决策分析方法，评价决策法正是解决上述问题的有效方法。本文尝试从区域通信发展潜力影响因素的分析着手，通过构建基于评价决策法的定量评估模型及其模型量化来评估通信行业区域发展潜力空间。

Abstract:

The assessment of communication development potentialities is a complicate decision-making problem，combined qualitative analysis with quantitative analysis. EDP（evaluation decision procedure）is a good method to resolve aboved problem. This paper will try to establish a system of communication development potentialities based on influence factors analysis and EDP，to explain the source of communication development potentialities.
