Abstract: This article analyzed and summarized the best practicing experiences of the successful transformation of British Telecom and studied the current situation and transformation objectives of China Telecom. An in-depth analysis of OSS status-quo of typical provinces was provided in China, suggesting a thought that how OSS system could better support China Telecom’s evolving to a full-service operator and some advices of OSS construction and implementation in future.
